Decorators: declared, removable changes to the items of a pipeline level.
Each level shows a decorator its items as records, maps of string fields,
and reads the decorated records back (docs/decorators.md lists the fields
and what drop means at each level). A DecoratorSet is stored as
Links Notation, one decorator per line, in the same canonical form the
JavaScript runtime writes, so both runtimes share one corpus.
